Providing Secretariat Services to CLAIR for more than 15 years

Since 1993, the Canadian Urban Institute has enjoyed a strong partnership with the Japan Local Government Office, part of the Council of Local Authorities for International Relations (CLAIR), headquartered in Tokyo. The Council was established in the late 1980s under the authority of Japan’s Ministry of Home Affairs (now the Ministry of Internal Affairs and Communications). Its purpose is to increase international awareness between Japan and other nations, including Canada.

Located at the Canadian Urban Institute, the Toronto office is a branch of the New York operation, one of seven offices worldwide. The current resident is Mr. Toshiyuki Uemura, an expert in municipal finance. His role is to disseminate information about Japanese municipalities to interested parties in Canada and to study current practices in local government, public administration and urban issues generally.

The Canadian Urban Institute supports Mr. Uemura's work by carrying out a variety of research assignments. These and similar reports generated by CLAIR’s network of offices are used to constantly inform and update local government activity in Japan. The Canadian Urban Institute also participates in CLAIR’s International Exchange program that introduces urban practitioners to Japanese local authorities.
