CUI in Ukraine

About the projectCUI works in partnership with Ukraine’s National Academy of Public Administration and the Main Department of Civil Service to design and deliver nationally-accredited curricula and training programs in support of regional economic development (RED). The project assists Ukraine’s Ministry of Economy and Ministry of Regional Development and Construction to improve the State Strategy for Regional Development – Ukraine’s policy that provides a framework of action on regional economic development until 2015 – and related legislation and policies. In 13 regions across Ukraine, CUI will also contribute to establishing model approaches in participatory gender- and environmentally responsive regional development practices. Finally, CUI works with Zaporizhzhia oblast to complete a full-cycle model in strategic planning, implementation and monitoring.

Country ContextDespite strong economic growth in the early part of this last decade, the Ukrainian economy was one of the most affected by the global economic crisis in 2008. This brought into focus the need to further diversify and innovate the country’s economy, encouraging creative capacity and strengthening the competitiveness of Ukraine’s regions. With the onset of the economic crisis, the Government of Ukraine has gained a new appreciation of the value of a strategic and regional approach to growing and diversifying the economy. There is a growing recognition in the country that local economic development programs and initiatives are best planned, coordinated and implemented on the basis of the local labour market area (i.e., the economic region), rather than on the basis of individual municipalities acting alone. Furthermore, the country’s leaders are increasingly aware that economic growth and development must incorporate the principles of sustainability – a balanced approach between the economy, the environment and social development. The emerging role for Ukraine’s regions in stimulating economic growth are exciting and hold great potential to diversify regional economies, create jobs, address regional disparities and move Ukrainian practice closer to that of the EU.
